I'm come to believe that this track is supposed to be... whatever you want it to be.
Lets look at what we know about "Viginti Tres".
The entire track consists of incoherent static and noise, with the one ominous voice somewhere in the middle. Theres really no measure or definite rhythm, nothing to compare it with, no obvious references...
...which is the whole point.
23 is the universal number of synchronicities or coincidences (as we all know), and can be correlated to anything you try to reference it to. Somewhere along the way, you'll find something that this track reminds you of, some sort of connection, which is exactly why they named it 23 or "viginti tres".
When you look at a Rorschach ink blot, you see whatever is on your mind, whether its conscious or unconscious. Tools medium is through music, and this track is their audio ink blot. The title just tells you what its purpose is.

Well, I wouldn't go as far as stating this as being "truth", this is more of "your truth" or otherwise opinion. Nonetheless, I am on the fence about it. I like your analogy of the track but I also think there very well COULD be something more about this track that nobody's figured out yet, or at least shared. Either way, the "puzzle" in which you're referring to was in reference to the 4 pictures of each band member, not the track Viginti Tres.

I like the analogy you gave. This song is a proverbial musical ink blot for people to make their own meanings. I like that, and this interpretation seems to be one of the most realistic ones I've read.

I certainly wouldn't deny the possibility that theres more to Viginti Tres, but as far as combining it with 10,000 Days, it seems far-fetched. As far as the "puzzle" goes, it seems like more people are trying to find secret clues throughout the album rather than listening, all because Blair said something once about a "puzzle".
Personally, I think its just an advertisement for the artwork along with the individual photos, causing people to study it over and over to the end result of having viewed the artwork from every angle, rather than looking at it once and saying "hey, neat 3-d pictures!" and then tossing it aside forever.

Well as far as combining the track with other songs thinking the gift to the holy grail or whatever is completely retarded and I might have looked at those band pictures for maybe 15min and shrugged my shoulders. I do thinnk that there might possibly be something hidden in the track within the music or something more to it but, I'm not going to waste days of my life trying to figure it out.

I never said I didn't do that, I actually wrote a decently large post on here somewhere describing what I got from it. The first time I listened to the full album I was sitting in the dark with headphones on, and right after Right In Two I was mindfucked by Viginti Tres. I was engulfed in this surreal pressure, my heart started beating faster and I felt like I was in an alien ship strapped down to their table (operating table of some sorts) and the aliens are standing over me and you can just hear them breath, alien electrical noises in the background. Finally the one speaks and it sounds like the devil himself, next thing you know I find myself in a field at night feeling confused and frantic and you can hear the spaceship fly off into the distance.

I never said I didn't do that, I actually wrote a decently large post on here somewhere describing what I got from it. Of course, this is just me fulfilling the purpose of the song by finding my own connections to confer meaning, but it does thematically tie into songs like Pushit, Reflection, Jambi and Right In Two.
It could also illustrate how easy it is for the mind to infer meanings which are not consistent with the artist's original intent, perhaps another oblique warning against over-thinking and over-analysing for Tool's questing fan base.
