i think this songs lyrics are pretty direct and speak for themselves. here you have two people, or two organizations, or two of something. and really neither one is being completely honest with themselves or each other. sure the "victim" of the song knew within himself that the other was not going to stay, but found some way to tell himself that the other would. and i guess it could also relate to certain beliefs or thoughts about a thing where the holder was disillusioned and now feels abandond and doesn't really know where to turn for answers.
but as far as feelings go, i think it's about just not being honest and trying to save something from drowning that you see is far to heavy to pull out. but some how you find a way to convince yourself that you can. but then you realize that you were lying to yourself and someone but it's too late and someone dies.
