To me it kinda seems like there are two different personalities in the song, or rather an outer view of the person and an inner view. The harsh fast talking voice is the person telling the story to the doctor/us, then at 8:30 when maynard sings ?"overwhelmed as one would be placed in my position. Such a heavy burden now to be the one." (don't know if that first part is right) it seems like this is the intuition of the man. kind of like he's thinking these words to convince himself that he isn't insane. Nobody would believe his story about ET's and such, so he says it is such a heavy burden to be the one, ie no one truly understands what he is going through
