The title Undertow to me, seems to suggest a current, drawing people under and 'absorbing' them, so to speak.
Many of Tool's songs seem to deal with this, from the ratcheting search for pleasure suggested in Stinkfist, to the existential grief in the beginning of Parabola.

People can however be addicted to many things, power, money, anger, etc...
