I don't think so. Independant people make those, so I don't Tool will make cash from it, unless they sue...

I used MIDI copies of Tool songs and some ringtone creation software to make ringtones for my phone. Personally, I find polyphonic ringtones are so much more fun than MP3 ringtones because they're a lot more unique.

When I get a text message, "Intermission" plays. Specific caller groups make "Aenima" play. And I've got "Message to Harry Manback" unassigned at the moment.

Whoever owns the publishing right(s) to the material will get paid. The music would have to be liscenced to be used.

Me too. I use the start of Eulogy for my sms's, and the start of 46&2 for my ringtone.
