I believe that this song is about someone speaking for maynard and he just doesn't like it very much so he enters into the point of view of this other person and mocks the shit out of them.

I think I know what's confusing people. The part when he says "I know you better than I know myself." Cause it confused me a little at first. I figured that if he knew "you" better than he knew himself that the "you" couldn't be part of him. That it was outside of him, as in another person. But then I realized this thinking was skewed. He can know a part of himself better than he knows his "whole" self. He can know this part better than he knows who he really is/his potential/etc.
To me, this song is the basis for all other Tool songs. This "part" is reflected on every album, and most every song. To understand this part, is to understand Maynard's message.

I think that it is sung from the perspective of Maynard's alter-ego... form a higher form of his personality.

I believe that his superconscious takes the form of this alternate personality. If this personality is his superconscious that he is connected to, then Maynard is just the body through which it communicates. He doesn't judge... it comes natural to him, so he shouldn't feel like he judges intentionally. He can't speak for himself, maybe he felt like his words were spoken through him. He can't leave his own body... the only way would be death. He can't hurt the guiding consciousness in his head if there is a certain divinity that he believes in.

To me this means that maybe he feels like he takes risks because of his intuition, and before these risks he cannot decide whether the risks are worth the consequences i.e. drug use. Consequences of enlightenment. Maybe he experimented with other forms of enlightenment as well, basically doing very unhealthy things to his state of mind to dig out some hidden memories.
Remember, just because these song's were written at this time, it doesn't mean that Tool or Maynard didn't belive certain things that they convey on the later albums. "We are eternal, all this pain is an illusion.." and yada yada yada
