I've always sceen the bald man in the suit, as the entity of buisness/entetainment/media...Of course this song is about the crazziness of L.A. and L.A. being the center of big buisness, media, and entertianment...These things do control the sheep!!
It seems like the bald man is kinda frustrated in the beginning of the clip.So if you see him as God or The One or whatever superior being that is responsible for our world, you can say he think he failed in his creation and that's why he is kicking the box (his creation) over and over again out of anger.He want's to start it over because this attempt really sucked.
