i'm considering going. but preferably i'd wanna meet up with someone from here or go with a friend. Tokyo sounds like a slightly fucked up place to visit alone for a heavy metal/rock festival.
but as others have said, it's also a good idea to not book anything until other dates/festivals/continents are announced.

Anytime you see a Tool show surprisingly booked, you've really got to consider how much money it costs to fund a wine vinyard.
Only reason why Tool may take on some festival shows next year. Remember when Tool had a somewhat conventional album touring cycle before 2009? Notice that was around the time Maynard started delving into wine. Before the wine they'd release an album and tour for 1.5-2 years on and off.
Now they've been effectively playing shows every year sporadically since 10,000 Days came out except for 2008 (with no new material) because.....that wine money is necessary each year.
Regardless of IF or when the band actually records a new album, I'm sure their touring agent keeps his ears open over lucrative festival slots or good times to do an arena tour and approaches them. And really despite has apparent indifference to Tool, would Maynard rather pocket $100,000 for a nights work singing for Tool, or $15,000-20,000 doing a Puscifer/APC set.

I am waiting to see if other dates are announced. Is there are some in europe or additional side dates in japan i'll go to them. If not i'm thinking i'll hit the japan festival date. RT flights to tokyo from ord right now are about 1600$

I remember in 2009 that St Paul arena said "tool show coming august" and it never happened. But no exact date was confirmed and tix never went on sale. Ozzfest Japan IS happen, there is no doubt about that. And some tix are already on sale right now (apparently for Japan residents only). So it's just odd that Blair said what he said. Well again we just have to wait and see.
I would say to anyone local to go anyway-Tony Iommi has gone through hell and needs all the fan support, I do believe fan support will help his health.
On a side "worst case scenario" note (if it is in fact Tool will be there) and black Sabbath has to cancel for any reason due to Iommi's heath, Tool is big enough to take the headlining spot. Hope more than anything that's not the case, but that particular thought came to me recently.
Again as I say, jut have to wait and see.

also Blair/Toolband is a barely functioning website, so I'd say that he's not in any rush to post about it.

also Blair/Toolband is a barely functioning website, so I'd say that he's not in any rush to post about it.
Also given Tool's history with Ozzfest and Sharon's comments years ago about how much she loves the band, not really surprised they'd pick Tool to open for Sabbath at a festival like this.

Another tour with no new music? This is by far the least productive band in history. Its become obvious to me they are going thru the motions and have nothing of value to produce anymore. I have seen TOOL many times since 1992...no more. They can go fuck themselves

The tours are great, the shows are dynamic...but is another album to go along with these shows really too much to ask? Who knows, maybe this is another one of those diversions and they are knocking out the album as we speak, but I doubt it, and its a shame
