im kinda getting the idea of this song but the round thing is a mystery to me... any ideas?

Looks like some kind of timer...
Comes up at the beginning and the end... and the story takes place in between...
So I see it as "Time brought forth evolution of communication".
Research Venus transits to fid interesting leaps in mass communication.

There are some symbols and letters on it, but they're really hard to make out.... kinda looks like GP...?
