Los Angeles Municipal Court (i think)
It isn't much of a song, you're not missing anything, it's a phone operator with some crazy percussion in the background.

Re: question
to op, check out the faq, i was looking at it the other day and remember the LAMC entry being apt. it will not be your new favourite song. and haven't you ever heard of downloading? im sure your not robbing the band when you choose not to buy it from ebay.

Re: question
I listened to the song. And by god, If it wasn't the funniest thing I've ever heard. The dude trying to call the place was so pissed off (you could hear him pressing the buttons like mad and the voice saying "waiting for touch-tone entry"). This song is good for a laugh.

The drum track (which is most of the music and is a powerful mechanical thwak of a sample) is a counting beat.
What I mean is that there is one beat then a rest then two beats then a rest then three beats and so on. I think it gets up to thirty beats in a row before it ends. It was a long time ago that I counted and I honestly haven't listened to it since. It is a joke track and is funny to listen to and hear what is being said. But listen to it whilst reading the words (you can find them on this site) and then you can understand everything straight away and get it over and done with on the first listen. It really isn't fun to repeat too much....
Misanthrope might disagree.
Edit: Go to Toolband.com and listen to the short sample in the albums area. That will give you an idea of the track. It is basically all like that....

Re: question
Yeah I bought it when it came out for 20 I think at best buy. Never would have guessed that it wouldnt be around long...kinda like my pink floyd shine on box set. I agree it is an annoying little bit but the song after that is Maynards Dick and that is a funny song!!

Re: question
"The system is fucking your mind" is why this piece was made.
I personally appreciate it a lot , because , amongst other things I listen to some heavy electro. Aphex Twin, Autechre... and so the beat is just right on for me, and the sample of course hilarious especially the last part, but freaky also.

I got mine on Amazon for $30 ( after tax and S&H, it came out to about $50). You might want to check there.
