I am pretty sure that it is actually "Change a rule" instead of "Kangaroo."
That makes perfect sence, I hear that, and even though the kangaroo court thing sounds nice when you reach, the way it is used doesn't fit that well, as it is the whole process and not an individual.

-hypocrisy
-a show "trial"
-fabricated evidence
-a subjective verdict
but that's about it. Could be about 10.000 of cases, or perhaps not an actual trial but something like the WMD's in Iraq.

Honestly it could be either reaper or reefer, the pronunciations are so close. I just think reefer goes more with the flow of the song. Perhaps if someone explained what reaper could mean in the context of the song it would make more sense.

The person that is accused is calling the exact opposites to words. Steal: Borrow, Reaper: Saviour. Maynard is calling that a shady inference.
