I was recently thinking about that number 23 and searched for a site that would be somehow related to it. So i tried the most obvious site www.vigintitres.com and there's "Coming soon!" written next to the title of the site. I'm wondering if there's any connection to the new album. Any thoughts?

I think all of the song titles have their corresponding websites "parked" (whatever the hell that means).

The viginti tres site is free again.

Honestly, I doubt Tool cares about sites that are registered with their albums or songs. You can check on lateralus.com, or aenima.com, or whateverthefuckyouwantoputhere.com
Theyre not related to the band.

Yes, some ***got bought domains for all the track titles.
Parking actually means buying a domain and having content relevant ads on it. Its for money making ONLY.

I highly doubt that any of the registered album track domains will display a decent website in the future.
