I was always curious what phone number he was dialing in the first place, but I never really considered any hidden messages in the option's tones. However, if we find the phone number, it could be something funny like 1-800-EAT-SHIT or something
Also, The touch tone telephone works as follows:
Each button produces 2 tones at once. Down each column, the first tone is the same, but the second one is different. Across each row, the second tone is the same but the first tone is different.

I hate the fact that everyone assumes that every true rock band on the planet has some sort of hidden, satanic messages in their songs. There is definitely a 666 reference in this song, but I'm sure that TOOL is simply making fun of this assumption.
