This is total conjecture, but it seems to me as though this song name is signifying incompleteness. Humans have 46 chromasomes, 23 from the mother and 23 from the father. I think there's a possibility that closing the album like this implies another CD, giving more weight to the "decoy/2 cds theory"...
Anyway, just my quick thought.

I support the reading of Robert Anton Wilson.
In fact, the title of this thread isn't all that far off in my opinion. I think that the number 23 has to with among other things, chromosomes/meaningful coincidence/and maybe.....if you can keep a secret.....aliens.
