i was reading one of the member talk about this. apparently i think it was adam tried to call the lamc and was driven insane by their system. they made this song to mock them. it's not actuall lamc system. but really, if you ever call a state office, usually that's how it is. they give you this unreasonable list of reason's why you have no reason to talk to a real person, then you finally get near the end and the system screws up.

That's why I think everyone should have a rotary phone, just in case.

I know I got one, and I never have to worry about annoying touch tone systems.

you don't need a rotary...just a sit and wait (yes...with a touch tone) and the operator will come to you...

you would still have to hear all the bullshit with a rotary anyways...

I don't live in the states, but I guess it's pretty obvious that the call is not real, and they're making a satire of it. Unless you can really get the LAMC to say "Of course, if you have not had your eyes tested by your local Department of Motor Vehicles in the last three years, in which case press 7. If you have had your eyes tested AND voted 'yes' on Proposition 187, and have your DD form 3018 filled out and have already reported to the City Attorney but have never been called in for jury duty, press 8.", which would be really really funny. I'd call them every day.
