Someone Help Please!

I've been searching for programs to edit and add effects/color etc. to pictures. I downloaded a few and they ll wanted my address or $$$ or me to to subscribe to someting stupid didn't want.

Does anyone know any good FREE DOWNLOADABLE programs that I can edit and add effects to my pictures without needing a previous version if this program? Also, I don't want to have to subscribe to something stupid, or give my address to the site.(what do they want it for if its free?!). I use Windows, so ned the prog. for Windows.

P.S.- I tried the Photoshop which dan reccommended, but I needed an earlier version and costed $$$.

Any help very much appreciated. Thanks!

I wish I could, no one I know had a Photo Editor Prog. I guess if I can't get a good one offline, I'll have to buy one. But no way I'll pay 600 bucks for it, I'll just get a cheaper qali one.

Photoshop is probably one of the most commonly pirated pieces of software around. Look harder. :)
