I think Toolnavy should definitely have a GOOD reviews forum. Go to http://www.musicianforums.com and check out what they do with reviews. I think it's an awesome idea. I know we have one now, but it's disorganized, and people don't take the review aspect seriously.
People should be able to review movies and albums, but ONLY review them, and there should be a way to average out everyone's reviews of the same movie or album so it has a forum average. This would be such a good way for people on the forums to find things of interest, or check out bands and films with a good [or bad] word. I'm not sure how difficult this would be, but I think it would really give the boards a more communicative sense.
