I think when he says "Learn to swim" He means you need to learn how to cope with things or your just going to get left behind.

In Aenima, he speaks of all the things that is wrong with America, all the capatalistic ignorant assholes in the world. He relates our situation to the "Noah's Ark" story, where people in that society were doings everything wrong. So God or whoever the fuck he is told Noah to gather himself and some honorable people and build a boat. Then ha made it rain for 40 days i think. Maynard is praying that happens again and all the fucked up people in America will be washed away. He says "learn to swim, see you down in arizona bay" telling people that it will rain until the grand canyon is filled with water. He warns people that they better know how to swim, even though they will ultimately die due to nature affects. Aenima in short say "Fuck You to the typical American lifestyle"
