There is so much that goes into a Tool show that they cannot always change up the setlist. If they just stood on a stage with their instruments, they could play anything they wanted. But there are tons of visuals that go with each song.

So what they do is arrange a primary setlist for a tour. Then, they have an alternate setlist that is basically the same as the primary with the exception of 2 or 3 songs. And that is about all the variation you get.
