I doubt it. AZ doesn't seem like the kind of high population centre that sells out Tool shows in seconds.
No doubt interest in seeing them live is down until they can actually put out a new album though, and I'm sure the band are aware of this.
I imagine the rehearsal thing is more a case of logistics rather than desperation to sell more VIP tickets
