10:39. Take the 3, subtract it from 10 and you've got 7. Now add that back onto the 10, so you've got 17. Now that that three you subtracted, add it back on and you've got 20.
This is the important part. Round up the 9 to a 0.

Now eliminate the 0's. That's right. 23.
