I agree that it can't be about Bill Hicks. the band were clearly great fans of his work and there's some anger expressed in this song that's not general anger at another dead hero, but real malevolence towards the subject of the song, too personal to be aimed at a person they admired and respected.

also 'he had a lot of nothing to say' - cannot be aimed at Bill Hicks. 'we'll miss him' - I have always heard that as tinged with sarcasm
