Ticketmaster changed this policy starting in May where you can request refunds for postponed events. I've been able to request refunds for 5 of the 6 tickets I have (not all Tool). Tool is the only one I can't request as it doesn't even show that it's postponed.
I think the policy changed to 30 days after the show is postponed you can request, or if a new date was announced you have 30 days to request.
