that line has already been figured out for the most part, and you're pretty much entirely off the mark..
it's "Kangaroo" (as in kangaroo court) "be stoned, he's guilty" (as in stoning someone to death, casting the first stone, etc) and the last part sounds like "ask the government".. that's the best guess so far, anyway imo.
