Chanting beginning at 11:01...

Does anybody know what the chanting is that begins right after "...you thought that I had run away, chasing the tail of dogma" at 11:01 into the song? I can't make it out, it almost sounds like accents from another language, it doesn't sound like English, or maybe it's just the digital effects within the song? Has anybody consciously thought of what this may be?
