As far as I know, meter is not an issue in this song, hence the crazy feel of the lyrics. Look them up, you'll see there's no structure to accents. This gives a good effect to depict a person on drugs. The word choice is also ingenious towards the same purpose. The best complexities in this song lie in the music, especially the poly-rhythms at 6 minutes and etc.
