Overall I think it's an outcry to a possibly fascist society. If you've ever seen the movie Equilibrium it shows an extreme variation of fascism in which all forms of feeling are outlawed and people are taught to give themselves shots to supress their feelings. On a more personal level I think that he just might be writing this to a lover / or lack of lover. He wants to feel every possible inch of her soul (and vice-versa) no matter how much it could hurt. If and when there is pain, the love it brings after is just that much stronger and better. Let things go, live it up, feel everything you can because you only got so long to do it! It's kind of masochistic I think. Emotional deprivation and then refilling.
