OK, well, usually when i hear an interpretation of ticks and leeches, it's usually about someone's strained relationship between lets say two people.
But try listening to the song thinking that, WE, the people, are the ticks and leeches...and Maynards point of view is of Mother Earth and we are leeching it dry.
