Has anyone of you noticed that there is a voice speaking in the background at about 3:32 in the song? Can anyone please tell me what the voice is saying?

I heard a wierd whining noise in the background somewhere in between 3:10 and 3:32.

I find myself suspicious (and try to avoid) any Tool song without lyrics. What is Ions like? Is it incredibly creepy?
