umm yeah, this makes no damn sense, there is only one spoken word in this song and it is "sisqo" maynard is paying an homage to the thong song.

i can bear the fact that he may say "Ascisco" , since the titles in latin and the (whatever it is) seems to be comrpised of only a few syllables .

It's just an old latin poem that came up when someone googled Veginti Tres...
