This track sounds like the end of a record repeating istelf, and the next track is Forty-Six & 2, a song about evolution. I think this track is about preparing for evolution, like Tool is saying, "okay we're at the end of side one, it's time to turn the record over and see whats on the other side" which goes hand in hand with the theme of Forty-Six & 2.
