I'd be a very happy camper if i never saw that cloud filter from photoshop again...

I guess he didnt know any better, but it adds a very irritating touch to the image. In fact it looks to me like whoever made this intended to mask the actual quality of the drawing with all of those filters, so I really couldn't make a comment on the artistic talent involved.
