The song is about the FEMA guy, Mike Brown, and the legal issues around the whole thing.

See, this is about Brown pointing the finger at the government, and then the dead are found in the muddy waters.

Saying that Brown was an idiot to be blaming other people...
The references to Kangaroo court tell about Brown's quick exit. Lets not forget that Brown is a lawyer as well......
OR. if you hate looking into the lyrics, it could simply be about Marijuana :p Overall though, this is a fantastic song.
