I very highly doubt it's about Hicks. It's such a scathing song in my mind. "Come down off your fucking cross"? Sounds more to me like they were pissed off at someone. Maynard friggin' loved Hicks, as did the rest of the band. In fact, Maynard was good friends with Hicks.

And that's pretty much why I have a hard time believing it's about Hicks.
