The first level interpretation of that song is clearly a critic of censorship. And the video would tend to support that view, with the tapes over the band members' mouths and a Parental Advisory sticker over their (explicit) parts.
But a 2nd level interpretation (which would start making this thread relevant ;)) would expand that thinking to human relations in general. That they're too strict, and you can't fuck around for fun, just 'cause you feel like it : "I can't say what I want to,/even if I'm not serious."
If you look at the song that way, when Maynard sings "People tell me what to say,/what to think ,/and what to play." it wouldn't mean the record label executives as much as society in general which, through peer pressure, coerces us into fitting the mold, up to the point you can't say what you want to, even if you're not serious.
