Forget about the lyrics posted on this site for a minute but after listening closely I think Maynard is saying 'drunk' and not 'drowned' it might even be 'drugged'. Although the line 'as the snake is drowned' makes more sense than 'as the snake is drunk' I still think he's saying 'drunk'.
Also the lines before that I can't figure out what he's saying. On this site it says "Without the skin, beneath the storm, under these tears, the walls came down" What I'm picking up is "Without the skin appeared, beneath the storm, under these tears of hell, the walls came down" anyway it's something like that.
I need some confirmation on this but either way it doesn't matter, it's still one of the best emotional songs to listen to.
