Usually, when you call into a radio station, you have to talk to some kind of secretary and tell them what you have to say before you can get on the air. Sometimes they record the conversations before they put them on the air, in case someone says something they shouldn't, so they can edit it.
My point:
If this guy was so freaked out about the government or whoever "triangulating" on his call, would he have time to explain everything to the secretary and then get on the air?
