An ion is a negatively charged particle, but it is not an electron. Ions are atoms that loose or gain electrons, giving the atom a net positive or negative charge, I posted a way to in-depth explanation about this under the "Waterfalls and Such" thread

I think this song is about the electrical conductive properties of ions, and a simple refrence to the "electric sounds" you hear in the backgroud. Not really sure though.
